Beijing Capital International Airport (“BCIA”) has been striving to provide passengers with pleasant and comfortable travel experience, and received a number of international awards, including Airports Council International’s (“ACI”) Best Airport in Asia Pacific and Skytrax’s Best Airport in China. To further improve our service quality, and to supplement and ameliorate our services for passengers’ convenience, we hereby publicly invite bids for the BCIA Communication Equipment Rental Service Program. The companies that have the following qualifications (or meet the following basic requirements) are welcomed to actively participate in the bid.

The communication equipment rental service counters under the program are located in Terminal 2 and Terminal 3. The program plans to invite bidders to bid for offering mobile WiFi rental services in the aforementioned terminals (If it has the license to rent mobiles and sell phone cards, a bidder may rent mobiles and sell phone cards).

Qualifications/Basic requirements:

A bidder shall comply with Chinese laws, regulations and operation and administration rules in related industries, have the business license or permit necessary for doing business in such industries, and be a business entity registered in China according to the law. A bidder shall present the following licenses and permits, which shall still be valid, according to this announcement, and will not receive the bid document until passing our review:

1. For the purpose of providing passengers with mobile WiFi rental services (If it has the license to rent mobiles and sell phone cards, a bidder may rent mobiles and sell phone cards) with reference to the actual conditions of the terminals, a bidder shall present the original and the duplicate of the bidder’s Business License indicating that the bidder has the related qualifications, its Organization Code Certificate, and its Tax Registration Certificate (or its Business License incorporating the aforementioned three documents). In case of any business that requires any special industrial approval, a bidder shall present its permit or license necessary for doing such business in the related industries affixed with the bidder’s common seal. Besides, the bidder shall also present its legal representative’s identification certificate (Appendix 1), and a power of attorney duly executed by its legal representative and affixed with its common seal (Appendix 2);

2. A bidder’s registered capital shall not be less than RMB 1 million;  

3. In its operations over the past year, there shall not be any record of unlawful activities, trademark infringements, deceptive advertising activities or unfair competition activities. Besides, a bidder shall have good credit with banks, and shall not have any bad loans; and

4. The registration time of the Business License of any bidder to offer mobile WiFi rental services shall not be later than 24:00 on June 30, 2015. A bidder shall have rich experience in the related industries at home and abroad and good performance, and preferably have experience of doing business in airports.

Application time: 9:00 – 17:00 from Monday to Friday as of January 17, 2017 (except for holidays).

If there still exist any unclear issues, the staff in charge of the invitation to bid is responsible for explaining and interpreting such issues.
